Work History:
1948-1949 started as a delivery boy and became a Photostat Operator for Bandy Reproductions in Ft Worth, Texas. The job entailed photographing documents and then developing and printing them.
1949-1952 U.S. Air Force. Worked as a weather observer, weather editor, and supervisor in the central forecast office in Tokyo, Japan.
1952-1953 worked as an aircraft electrician for North American Aviation in Santa Monica, CA.
1953-1986 National Weather Service, formerly known as the Weather Bureau, in various places and jobs including weather forecaster, electronic technician and retired as a Systems Analyst. Was in charge at several weather stations and head of the Upper Air Section for the Alaska Region.
1988-1995 Part owner and President of Fairweather Forecasting in Anchorage, Alaska. Work included support for offshore oil exploration with weather and sea-ice forecasting. Sold my share in 1995.
1996-2010 Worked for Fairweather, Inc in charge of their weather unit.
2010-Present Independent consultant sea-ice and weather forecasting.
During my work with the NWS, I usually had a business on the side, which ranged from musical instrument repair to electrician. At present I have a consulting business www.cbsamuels.com and the largest private tree farm in Alaska. The tree farm is experimental and I have been working with the University of Alaska Fairbanks Forestry unit since 1983.
Education:
I am almost completely self-taught. Took classes in the military in electronics and meteorology. While working for the National Weather Service I attended many classes in meteorology and electronics, including mini-computer maintenance.
I taught myself computer programming and have created hundreds, possibly thousands, of computer programs involving communications and data manipulation for forecasting weather, sea-ice, and ocean conditions. Competent in C++, Fortran, Forth, and Basic.

I was awarded a Silver Medal from the Department of Commerce for the development and implementation of a computer program to quality control and archive surface weather observations. The program was eventually implemented nation-wide.

- Device to inject controlled errors into an error tracking radio antenna.
- Dual pressure device used to measure height.
- Method of tracking hail on radar.
- Long Range Forecast Method (6 months) of Breakup of Sea Ice.
- Long Range (Year) forecast of precipitation for any site in the Western U.S.
- Long Range Forecast (7 months) of El Nino and La Nina.
- Method of combining satellite data channels to see sea-ice beneath clouds.
- A method of using radar to locate and track hail as it is falling to the ground.
Unique Software:
- Program to collect and archive weather observations.
- Program to collect NOAA data and automatically output a forecast of weather conditions.
- Program to control data acquisition on ocean buoys and transmit via Iridium satellite.
- Developed, and for a time, sold a program to identify wild mushrooms.
- A web site http://www.cbsamuels.com/ describes long range forecasts of sea-ice and precipitation.
- A program to track ice floes using ships radar, satellite images, and aircraft radar.
- A program to forecast ice motion using wind and current.
- A program to calculate ice depth.
- A program to display ice gouges on the ocean floor in the Beaufort Sea. Uses Government survey data.
